Assignment 2 Consider the following hypothetical scenario: In response to the increasing threat of violence by organised groups, the Minister for Home Affairs introduced new legislation into Parliament. In the second reading speech of the Community Protection (Violent Organisation) Bill the Minister said: “The Government has recognised the ever-growing problem of criminal organisation related violence in our communities. In response to wide-spread community concern in this area the government has introduced this Bill to provide stiff penalties for organised violent groups; groups that threaten our peaceful way of life, and groups that promote or carry out criminal activity. We believe this act will prevent members of these groups from being able to promote and organise violent activities. We also create offences aimed at preventing members of these groups from carrying weapons in areas frequented by members of the public. We believe this act strikes the right balance in protecting freedom of speech in our community, whilst protecting people from groups that promote violence and violent activities. This bill has been designed by the government to tackle the serious threat of organised crime and terrorist related violence in our communities.” The Bill was passed without amendments and gained royal assent on 22 March 2018.
