The only character in the movie that I feel showed any sense of good leadership and I think General Powell would consider being a good leader would be General Ripper’s executive officer, Group Captain Lionel Mandrake.

I do agree with what General Powell and his assessment of leadership. I would add to that assessment also that along with trust, that decisiveness and flexibility are key characteristics that exemplify a good leader. Having the trust of those that you lead only goes so far if you do not knowingly lead them to failure. Knowing and understanding that indecision and hesitation can impair your ability to lead and give the perception that you do now know what you’re are doing may hinder and ultimately lose trust that you’ve build with our subordinates. Also, knowing and understanding that circumstances change and may call for an adjustment or change in action of what you initially decided to do shows those that you lead that you are capable in adapting to unforeseen circumstances and will give any peace of my knowing that you are considerate of both the needs of the task and also the needs of those people that you lead.

The only character in the movie that I feel showed any sense of good leadership and I think General Powell would consider being a good leader would be General Ripper’s executive officer, Group Captain Lionel Mandrake. Although locked in a bad position for the first part of the movie, he was able to convince and foster enough trust in his captor after the base was retaken to get the information about the recall codes for the bombers that were deployed to the President in hopes of preventing and unprovoked attack.

I feel Captain Mandrake is the only character in the movie that showed any situational awareness and was one of the few who questioned whether the orders they were given were proper and lawful and showed his position on the matter once he discovered that the orders given by General Ripper were given improperly and without cause or proper authority. He had the courage to confront and defy the unlawful orders given to him by his superior and to the best of his ability take steps to prevent further damage from being cause by that situation, although to no avail ultimately.

Should the need arise that we should deploy and use the strike capabilities that carriers provide, the crews of those ships and aircraft are fully trained and prepared to execute their given mission to the best of their abilities.

The weapons system described in Chapter 5 that is most critical to the safety and security of the United States are the Nimitz and Gerald Ford class aircraft carrier. “Inarguably, as an instrument of American diplomacy, power projection, and global security, the centerpiece of both today’s and the future naval force is the aircraft carrier” (United States. Congress. House. Committee on Armed Services. Subcommittee on Seapower and Projection Forces, 2016). The aircraft carriers of the United States Navy provide invaluable and unsurpassed capabilities that most other countries are unable to provide and an important tool in the execution and enforcement of U.S. policy and diplomacy. With the ability to carry and deploy sixty or more fixed wing, rotary, and turbo propeller aircraft to provide air superiority and dominance, forward presence, and air, land, and sea first strike capabilities the aircraft carrier’s importance is inarguable.

With a staggering cost of $12.8 billion, the Nimitz class carrier is by far an expensive investment and one that has prevented the production of more than the current ten carrier fleet that the United States Navy maintains but the benefits to maintaining and having them out weigh the cost of producing them. Additionally, the new Ford class brings much more carrier capabilities to the fleet such as, “33 percent increase in the rate at which we launch and recover aircraft; a propulsion plant three times the electrical generating capacity, and 25 percent more energy than Nimitz” but most “importantly a $4 billion reduction per ship in total ownership cost over the ship’s 50-year service life.” (United States. Congress. House. Committee on Armed Services. Subcommittee on Seapower and Projection Forces, 2016).

The employment of U.S. aircraft carriers as a tool to enforce U.S. policy poses little to no ethical debate due to the fact that although they can be deployed at a moment’s notice to far flung hotspots around the globe, they also are not “fire and forget” assets in that they can also be immediately recalled. Since they are maintained and operated by over 5,000 sailors the use of aircraft carriers allow for U.S. forward presence but still allow for calculated and measured responses to delicate situations due to the risk of U.S. military personnel being in harms way. Should the need arise that we should deploy and use the strike capabilities that carriers provide, the crews of those ships and aircraft are fully trained and prepared to execute their given mission to the best of their abilities.

There will always be suffering when it comes to warfare but it should always be targeted as well as important to achieve the mission.

The generation of warfare that immediately came to my mind while thinking about the most ethical one is the Second Generation of Warfare. Lind writes “The focus was inward on rules, processes and procedures. Obedience was more important than initiative (in fact, initiative was not wanted, because it endangered synchronization), and discipline was top-down imposed” (2004). I believe that when it comes to war there needs to be extreme discipline in order to reduce unnecessary casualties. I believe that when troops become reckless and lack this discipline there can be a negative impact on the overall mission which could result in these unnecessary casualties. I think that when it comes to warfare in regards to ethics my main goal is to reduce unnecessary suffering involved with the conflict. There will always be suffering when it comes to warfare but it should always be targeted as well as important to achieve the mission.

An attribute of the Fourth Generation of warfare that will be crucial in future conflicts involves tactics. According to Lind “many of the tactics Fourth Generation opponents use are standard guerilla tactics. Others, including much of what we call “terrorism”, are classic Arab light cavalry warfare carried out with modern technology at the operational and strategic, not just tactical, levels.” (2004). The enemy is using classic tactics against us but with modern technology so the same has to be used against the enemy. I think that the tactics will stay somewhat the same with future conflicts there will just be a higher level of technology involved during every new conflict. It is important to adapt with technology because if it is not done then the enemy will most likely adapt and have a better advantage in future conflicts.
